Chen defined hepatitis B virus as the main cause of chronic liver disease and liver cancer in Taiwan. He led and implemented a national mass vaccination program against hepatitis B which markedly reduced the incidence of liver cancer, thus demonstrating that human cancer can be prevented by vaccination.
